SIBONELO NDLOVU
MANAGING PARTNER
Sibonelo is a seasoned attorney with a formidable reputation as a leading specialist in environmental, planning, conservation, administrative and constitutional law. Having been in practice for more than 20 years, Sibonelo has been at the forefront of many key policy developments that have shaped how the law is applied, interpreted and enforced today. Sibonelo’s experience in litigation is equally resounding, beyond appearing as counsel in the High Court on several occasions, Sibonelo has been involved in a number of key matters and landmark judgments – most notable of which is the South African Human Rights Commission v uMsundusi Local Municipality case.
Sibonelo has a wide variety of clients, ranging from private, NGO, community and government functionaries. He has been a key member of the KZN MEC’s Appeal Panel since 2015 to date, as well as a member of the KwaDukuza SPLUMA Tribunal. His vast experience in these overlapping sectors of environmental law and town planning law is a unique feature that enables comprehensive value to his clients.
Sibonelo is the Managing Partner of Ndlovu de Villiers Attorneys, and considers the training and development of those who work with him to be one of his biggest priorities. He has a unique and tempered approach to his work, and steadfast in his principles.

SAMANTHA DE VILLIERS
PARTNER
Samantha de Villiers is an experienced attorney with more than a decade of experience specialising in environmental law, including regulatory compliance, environmental litigation and protected areas law. She holds a Bachelor of Arts (BA) degree majoring in Environmental Science and Law, and a Bachelor of Laws (LLB) degree with the Environmental Law elective from Rhodes University. She has made a distinct contribution in the protected area expansion throughout the Republic of South Africa. She has represented clients in environmental litigation in the High Court and in the Supreme Court of Appeal. Samantha serves on several boards of non-governmental organisations dedicated to nature conservation.
Samantha is the leading lawyer on the legal aspects relating to the implementation of the National Environmental Management: Protected Areas Act 57 of 2003. She played an integral role in the establishment of the KwaZulu-Natal Protected Areas Declaration task team, a first of its kind in the Republic of South Africa. She is also a participating member of the National Stewardship Legal Reference Group and is the only private attorney requested to participate in the technical working group for stewardship in South Africa.
Samantha has a collaborative and engaging style of working with her colleagues.

SIYAMTHANDA JULY

Siyamthanda began his career at July Attorneys where he gained experience in personal injury claims. After four years of experience he joined Ndlovu de Villiers as a candidate attorney in 2023. On 10 March 2025 he was admitted as a legal practitioner.

SPHUMELELO NDLOVU
OFFICE ASSISTANT
Sphumelelo has been with the firm since 2023. His role is to provide administrative support to the attorneys and other members of the Ndlovu de Villiers Attorneys team.
